Its precious metal mines won't keep your economy afloat on its own, but it will help, and you'll need all the help you can get. When you go to demand a concession from Morocco, go for Taza. You can get Conquest casi belli on both of them, and they've got coast, which you desperately need. Don't bother trying to fight them yourself, you can't and France will do it for you. There are three uncivilized North African nations that your French allies have direct land access to: Tunisia, Morocco, and Algeria. Once you have your independence (or in the middle of the war, if you want to save time), you'll want to get a start on the colonial empire you'll need if you want to have any hope of ever winning a war yourself. It's possible, but you're about to need that French alliance anyway. Worth noting, I've seen rebels mentioned as an alternative method to get free.
At this stage, though, it might be better for your economy not to have a military at all. If you want, you can help France with Spain, jumping into already-winning battles with the one army unit you should have, or capturing provinces when there's no Spanish armies nearby. France can take care of both Spain and the Netherlands. If it allies Prussia, France can't help you. If it allies France, France won't help you. Problem is, the Netherlands is going to ally a Great Power, and which one it is determines whether you're getting your independence. They will accept (unless the Netherlands allies with them).
What you need to do is maximize relations with France, preferably get yourself into its sphere, and then ally with them the minute you declare your war of independence. This isn't hard, but it requires a bit of luck with the AI behaving exactly how you want it to. If you're starting a game as Luxembourg, your first goal will be independence from the Netherlands.
